POST: UNDERSECRETARY (1 post)
Salary scale: Uganda Government Scale U1SE Age: 35 years and above
Reports to: Secretary

Duties:
The incumbent as head of the Finance and Administration Department will be responsible to the Secretary for performing the following duties:-

• Ensuring timely preparation of budgetary estimates.
• Monitoring utilization of released funds.
• Managing support services.
• Ensuring availability, distribution, efficient and effective utilization of logistics.
• Ensuring adherence to Government financial and personnel policies and regulations.
• Ensuring adherence to Government Procurement and disposal of assets policies and regulations.
• Managing the Commission's physical assets.
• Over-seeing issues relating to staff welfare.
• Communicating and implementing Government policies.
• Ensuring proper management of sectoral or national functions.
• Directing, controlling and coordinating administrative matters.
• Representing the Commission before parliamentary Committees.
• Supervising and appraising subordinate officers.
• Initiating the development of policies
• Deputising the Accounting Officer.
• Any other duties as may be assigned from time to time.

Job requirement

Minimum qualifications and working experience: Applicants should be Ugandans holding an Honours Bachelor's Degree in Arts or Social Sciences or Development Studies or Management plus a minimum of post Graduate Diploma in public Administration or Business Administration or Development/Management Studies from a recognized University/Institution.

Applicants should have at least ten(10) years relevant working experience in Public Finance/ Administration, three (3) of which 'have been served at the level of Principal Assistant Secretary in Government or equivalent level of experience from a reputable organization.

Applicants should have the following competencies: leadership, planning and organizing, financial management, policy formulation development and management, integrity, networking, innovation, self management, negotiation skills and public relations.
